Leviatan Design: expertise and innovation in building consolidation in Bucharest

Leviatan Design, leader in the Romanian architecture market, according to the most recent ranking realized by IBC Focus, brings an innovative approach in several projects focused on the consolidation of seismic risk buildings in Bucharest, after signing a framework agreement with the Bucharest City Hall, through the Municipal Administration for Building Seismic Risk Consolidation (AMCCRS).

As part of these projects, Leviatan Design offers energy auditing services, preparing or revising technical-economic documentation, and providing technical assistance to consolidate buildings. So far, Leviatan Design has contracted 33 projects on the consolidation of seismic risk buildings in Bucharest, with a value of over 10 million lei.

“In 2024, the building consolidation projects in Bucharest registered the highest volume in our firm, to which all our architect and engineer colleagues contributed with new, much more agile approaches and ways to respond to the technical requirements of the projects. This framework agreement is very important for us, and it motivates us to solve an extremely important problem for Bucharest so that we can have a safer and more beautiful city that we all want”, said Cătălin Podaru, CEO of Leviatan Group.

Using advanced 3D laser scanning equipment, such as NavVis VLX 2, GeoSLAM, and Faro Focus S350, Leviatan’s Digital Twin, Topography and Advanced Telemetry specialists scanned 33 buildings, totaling 97,000 square meters in just 47 days. This made the scanning process 10 times faster than traditional methods and much higher in accuracy.

“If we had used a traditional way of surveying, by traditional means, either with a roulette wheel or, at best, a rangefinder, this process would have been done in more than a year. Besides its swiftness, this type of scanning is also beneficial because of its accuracy. Through these technologies, we can add value to the elements that matter, such as the reconfiguration of apartments, to raise the standard of living,” said Beatrice Băluță-Siclitaru, Head of the Architecture Department at Leviatan Group.

Once the scanning process is completed, based on the resulting point cloud, Leviatan’s specialists create 3D models of the buildings, which form the basis of the design process. Leviatan Design has handed over 25 energy audits and 18 projects in the Documentation for the Approval of Intervention Works phase to the beneficiary.

One of the projects recently contracted by Leviatan includes energy auditing services and elaborating the technical-economic documentation for one of the emblematic buildings of Bucharest – the ARO Block. It is Bucharest’s first large modernist building, which houses the Patria Cinema, designed in the interwar period by architect Horia Creangă, the nephew of writer Ion Creangă. In the case of this project, all the permits have been submitted under the town planning certificate, and the first stage of the documentation for the Approval of Intervention Works phase has been handed over to the beneficiary.  

“When we talk about consolidation, we are talking about two types of vulnerabilities: the physical vulnerability of the building, and here the specialists come up with the correct technical solutions, use the appropriate technology, and we end up with coherent solutions, but we are also talking about the social vulnerability, and here we are referring to people’s worries, their fears. It is important to understand these people’s concerns. We have gained their trust step by step through a lot of transparency and through the meetings that our institution has organized, together with Leviatan Design and the owners’ associations. We have made the process transparent, we have explained what we are doing, we have tried through coherent language to explain to them what is going to happen to their house, and in this way, we have managed to bring them to a much better understanding of the whole process”, explained Razvan Aurelian Munteanu, Executive Director of AMCCRS. 

From the beginning, Leviatan Design and the Municipal Administration for Building Seismic Risk Consolidation have had an excellent collaboration, which has been the basis of several working meetings and constructive discussions between representatives of the two organizations. In this context, Leviatan’s specialists presented to the AMCCRS representatives how they work and the advantages of the cutting-edge technologies they use in these critical projects for our country’s capital.
