Cătălin Podaru, CEO Leviatan Group, was one of the speakers at the Black Sea and Balkans Security Forum, an event organized by New Strategy Center in partnership with the Ministry of National Defense, the Ministry of Foreign Affairs and the University of Agricultural Sciences and Veterinary Medicine, with the support of our group of companies, which joined this initiative as a main partner.
Now in its eighth year, the event promoted dialogue and cooperation in the defense system, both regionally and globally, and focused on the growing signs of the war of attrition as the West’s resolve to counter Russia’s unjustified and illegal aggression against Ukraine seems to be weakening.
“One of Romania’s priorities would be to strengthen its defense capabilities. With a defense budget of 2.5% of GDP, investments must be directed primarily toward the military industry and strategic infrastructure. To effectively address the challenges posed by Russia on the international stage, Romania needs to accelerate its efforts and modernize public procurement legislation, especially in critical sectors,” said Cătălin Podaru, CEO of Leviatan Group.
Furthermore, Cătălin Podaru highlighted the importance of forging international partnerships for Ukraine’s reconstruction, emphasizing that this is a long-term effort requiring close collaboration with Romanian companies and the transfer of expertise.
“We are building relationships with many foreign partners who want to come to Romania and collaborate with local companies, which is very important given that this is a long-term process. Some have already expressed interest in developing operations here,sharing their expertise, and actively working with Romanian firms. Our focus is on fostering these collaborations, encouraging future investments, and the development of Romania’s capabilities,” said Cătălin Podaru.
Moving forward, Cătălin Podaru emphasised the importance of artificial intelligence, which has undergone substantial changes in the last year and a half and will continue to evolve. In this context, he explained why companies need to adapt to this major paradigm shift.
“For a company to be successful and address the labour shortage, it needs to invest in research, artificial intelligence and robotics. This approach could change the way we collaborate with other companies and increase our ability to overcome possible growing demands for materials and services needed in the reconstruction of Ukraine,” added Cătălin Podaru.

For the fourth consecutive year, Leviatan Group supported the think tank New Strategy Centre in the launch of an important book on understanding the current geopolitical context on the margins of the Black Sea and Balkans Security Forum.
Launched on Wednesday, 22 May 2024, in the Carol I National Defence University lecture hall, the book “Conflict: The Evolution of Warfare From 1945 to Ukraine”, written by General David Petraeus, former CIA chief, and historian Andrew Roberts, charts the evolution of warfare from 1945 to Russia’s invasion of Ukraine and analyses major conflicts and transformations in military strategies.
This volume explores the lessons learned and mistakes made during the wars in Vietnam, Korea, the Middle East, and Afghanistan, while examining their geopolitical consequences. It offers valuable insights into cyber warfare and the role of asymmetry in modern combat.
Among the speakers at the event were Nicolae Ciucă, President of the Romanian Senate; Lieutenant General Dragoș Iacob, Deputy Chief of Defence Staff; Simona Cojocaru, Secretary of State in the Ministry of National Defence; and George Scutaru, Director General of the New Strategy Centre. The event concluded with an exciting debate with the participation of General David Petraeus and General (res.) Daniel Petrescu.
